CONSTITUTION

ARTICLE I - NAME
This organization shall be known as the ARIZONA CLASSIC BOWLERS ASSOCIATION.

ARTICLE II - PURPOSE
The purpose of this organization shall be to promote and further the sport of bowling by upholding good sportsmanship, supporting fair competition, increasing spectator interest and encouraging improvement in bowling averages; to promote and increase interest in better tournaments and to assure the higher average bowler a better classification in tournament play; and to furnish a more closely knit group of experienced bowlers to assist other bowling groups in league and tournament organization and operation.

ARTICLE III - MEMBERSHIP
Membership in this Association shall be open to all qualified men and women in Arizona and all bordering states who are current members in good standing of USBC regardless of professional status. Non-residents classified as Touring Professionals may not participate. Members must bowl in one tournament to retain membership. A member who does not compete in at least one event may submit a written letter explaining the circumstances for review by the Board.

ARTICLE IV - DUES
Dues shall be paid annually on or before the date a member competes in his/her first tournament or after cashing in the ACBA event when paid as a guest, membership will be deducted from the prize fund check, or after paying the guest entry twice the guest then automatically becomes a paid member.

ARTICLE V - ORGANIZATION AND GOVERNMENT
The control and management of this Association will be vested in the Board of Directors. The Board of Directors shall consist of six elected directors who will include three Open and three Senior members as well as the presiding officers of the Association. The President of the Association shall be the presiding Chairman of the Board of Directors. A majority of the Board shall constitute a quorum. A quorum shall have the authority to transact business of this Association.

ARTICLE VI - ELECTIONS, TERMS, VACANCIES, AND REMOVALS
Members of the Board shall be elected at the Annual Meeting of the Association. To be eligible for nomination and election to the Board of Directors, those named must be in good standing of the ACBA. A member of the board who does not qualify for continuing office under the provisions, or who does not participate in at least one-half of the ACBA tournaments and attend a majority of the meetings of the Board or who is subject to action as deemed necessary by the Board, shall be notified as such, and a replacement selected to fill out the unexpired term as outlined in vacancies. The offices of President, Vice President - Open Division, Vice President - Senior Division, Secretary/Treasurer (Open Division Tournament Director) and Senior Tournament Director will be elected by a vote of the General Body, nominations to be made at the Annual Meeting by the general membership.

The terms of office for the officers of the Association shall be two years. The term of office for members of the Board of Directors shall be two years.

In the event of a vacancy occurring on the Board of Directors, the President shall appoint a member to fill out the remaining term of office. Should the Presidency become vacant, the Vice President - Open Division shall become President and the Board of Directors shall elect a new Vice President - Open Division to serve the unexpired term.

Removals have been covered in the first paragraph of this Article.

ARTICLE VII - DUTIES OF OFFICERS
The duties of the officers of this Association shall be as specified below:

The President shall be the chief executive officer of the Association, and perform all duties pertaining to this office. The President shall preside at all meetings, sign all checks and warrants drawn by the Secretary/Treasurer, perform a monthly check to verify the correctness of the bank balance, conduct an annual audit of the Association's accounts with the assistance of an auditing committee or, if necessary, by an auditing firm, and ensure enforcement of the Constitution of the Association.

The Vice President - Open Division shall assist the President with operation of the Association and perform the duties of the President in the President's absence.
The Vice President - Senior Division shall assist the President with operation of the Senior Division.
In the event of absence of either the President or the Secretary/Treasurer, the signatures of the Vice President - Open Division or the Vice President - Senior Division may be used for the withdrawal of Association funds.

The Secretary/Treasurer shall perform those duties assigned by the President and the Board of Directors. The Secretary/Treasurer shall keep a permanent record of all the proceedings of the meetings, which shall be available to and the property of the Association, conduct all correspondence pertaining to the Association, receive, receipt, record and report all dues, fees and monies or properties donated to the Association, and keep a record of all scores made in all tournaments for at least one year. The Secretary/Treasurer shall receive a fee per month as determined by the Board plus actual expenses incurred in the normal conduct of his/her duties. The Secretary/Treasurer shall be reimbursed for reasonable out-of-town motel room costs and fuel expense if required to stay overnight for an ACBA event. The Secretary/Treasurer shall keep an account of all receipts and disbursements and be prepared to present a report of all financial transactions of the Association for the previous and current season at the annual meeting of the Board. The Secretary/Treasurer shall maintain a statement of the current condition of the Association available upon request by the President or Board of Directors. The Secretary/Treasurer shall make regular deposits of all money received in a regular banking institution in the name of the Association subject to withdrawal on his/her signature and that of one or two other officers, either the President or the Vice President - Open Division. The Secretary/Treasurer shall be covered by a good and sufficient surety bond.

The duties of the Secretary/Treasurer, as Open Division Tournament Director, shall be to direct all tournaments and in case of illness or injury, to appoint the next highest available bowler to replace a bowler unable to bowl. The Tournament Director, along with available Board members, shall make the final decision. All protests or disagreements shall be made to the Tournament Director.

The duties of the Senior Tournament Director shall be to direct all Senior Tournaments. All duties shall be the same as that of the Open Division Tournament Director.

ARTICLE VIII - NON-PROFIT ORGANIZATION
The Association shall be a non-profit organization.

ARTICLE IX - RULES OF ORDER
Robert's Rules of Order shall be used to govern the conduct of all meetings of this Association.

ARTICLE X - AMENDMENTS
This Constitution may be amended by the members at the annual meeting, by a two-thirds vote of a quorum, a quorum being the membership present at the annual meeting.

1. All tournaments will be singles, doubles, or otherwise as may be determined by the Tournament Committee. The ACBA shall be open to all USBC members. Guest entries will be permitted in all ACBA tournaments (with the exception of the end-of-the-year tournaments) as needed to fill the tournament. Guests may be charged an additional entry fee as listed in the Standing Rules or as determined by the Board of Directors. A guest shall be defined as a bowler who has not been a member of the ACBA. There will also be an invitational tournament at the end of the season prior to the annual banquet.

2. No more than six bowlers will be scheduled on one pair of lanes unless authorized by the available members of the Tournament Committee.

3. The Tournament Director will recognize by public announcement at each tournament: the Defending Champion (if present), the Bowler of the Year (if present), nationally recognized bowling achievements of the past year, new members, and Charter Members (if present). A publicly posted schedule of each event shall be posted or published several days prior to the tournament date.

4. USBC rules shall govern all ACBA-sponsored events.

5. The annual ACBA banquet shall be held on the earliest possible date following the final tournament of the season. All ACBA members shall be given a 30-day notice about the time and location of the banquet. The ACBA banquet is free to the ACBA member. Each additional guest will be charged the full price. Any member confirming and then not attending the banquet shall reimburse the ACBA for the cost of the dinner(s). The Board of Directors shall decide upon any exceptions. The first and second All-Star Teams, Bowler of the Year, and Rookie of the Year will be named by the President, and awards for these honors will be presented at the banquet. The banquet will be sponsored by the ACBA.

The Open Division Bowler of the Year award will be named the "Lynn Gano Bowler of the Year". The Senior Division Bowler of the Year will be named the "Bob Christensen Senior Bowler of the Year".

6. An award will be given to the member who is not a board member who contributes most to the improvement of the ACBA. This award shall be decided upon by the Tournament Committee. The award will be an entry into the major event of the member's choice, providing he is eligible for that event. To be named the "Yogi Yoesting Appreciation Award".

7. The All-star teams shall be determined using the attached point system. A tie for any all-star team position will remain as such and duplicate awards will be given. Any member qualifying for the top 10 spots must have entered and completed at least one-half of the tournaments for the current season to retain his/her position. Any member qualifying for the top 10 spots but not having bowled in at least one-half of the tournaments will be presented as an "Honorable Mention" member of the All-Star teams.
Points will be awarded based upon the bowlers finishing position in the tournament.
If a tie exists in the standings, the points will be added together and divided equally. Prize money for tied places shall be added together and divided equally.
Bowlers participating in any tournament where re-entry is allowed will receive 100 points for each entry. Bowlers who re-enter a tournament will receive the points for their highest finish plus 100 points for each entry.

8. Board of Directors meetings may be called by the President or upon the request of four Board members.

9. The President shall appoint the members to all ACBA committees subject to ratification by the Board of Directors.

10. The annual dues of the Association shall be $50.00. Dues shall be determined on a bowling year basis, August 1 through July 31. All members will be notified prior to August 1 of their dues assessment. Charter Members, Life Members, and Honorary Members are not required to pay annual dues.

11. Committees:

MEMBERSHIP COMMITTEE: The Membership Committee shall be responsible for thoroughly checking all membership applications to determine the applicant's eligibility. Any false statements on applications subject the applicant to immediate disqualification. The membership committee shall make rulings on all infractions. Membership dues shall be included with the application. The Membership Committee shall be composed of the President, Vice Presidents, Secretary/Treasurer, and three members appointed by the President to serve two year terms. If an application is rejected, the membership fee shall be refunded.

TOURNAMENT COMMITTEE: The Tournament Committee shall choose tournament sites and make the necessary arrangements for all tournaments planned for the current season. The Committee shall administer all rules and manage all tournaments. The Committee shall settle all appeals and disputes submitted to the Committee in accordance with ABC/WIBC By-laws. The Tournament Committee shall be composed of a Chairman; the Tournament Director (Secretary/Treasurer), and two assistants appointed by the President. The President may appoint additional members to the Committee to assist planning and conduct of the tournaments, as necessary.

BANQUET COMMITTEE: The Banquet Committee shall arrange for the location and date of the Annual Awards Banquet.

12 There will be a $25.00 charge for all returned checks. The responsible bowler shall redeem the check with cash, a cashier's check, or money order, within two weeks of notification of the checked being returned. ACBA members who do not comply shall be suspended indefinitely. Non-members will be prohibited from participating in ACBA events indefinitely.

13. Past Presidents shall be classified as non-voting advisory members of the Board of Directors.

14. ROOKIE OF THE YEAR – A player who bowls in his/hers first tournament as a member, that year shall be considered his/her Rookie year.

15. A suitably engraved award shall be given for each 300 game bowled in any ACBA-sponsored event by an ACBA member; limited to one award per year per member.

16. An "Honorary Membership" shall be awarded at each banquet; the awarded membership shall be "dues-free" for the remainder of the honoree's life. The drawing shall be conducted by the President from the eligible members' names. To be eligible, a member must be in good standing and must have completed 10 years of consecutive ACBA membership. To be elevated to Life Membership, the Honorary Member must remain active by bowling in at least one event per season. The Board may decide exceptions.

17. An ACBA member shall automatically become a Life Member after 15 years of continuous membership.

18. ACBA members who enter any tournament and do not show up, must pay the entry fee to stay in good standing with the ACBA.

19. Refunds: Entry fees shall not be refunded once the tournament has begun. Tournament is defined as beginning with practice. Bowlers may not practice if the entry fee is not paid.

20. ACBA tournament co-sponsors of $250.00 or more will receive a free entry into that tournament. In addition, ACBA tournament sponsors of $500.00 will be classified as a title sponsor for the applicable tournament. Title sponsorship entitles the sponsor's name or organization to appear in all promotional material associated with the tournament, public acknowledgement prior to the start of the tournament qualifying squad(s), and acknowledgement in all subsequent press releases. All sponsorship money, with the exception of administrative fees and commissions, shall be added to the prize fund of the applicable event. New bowling equipment provided by sponsors will entitle the sponsor to acknowledgement in all promotional material associated with the tournament, public acknowledgement prior to the start of the tournament qualifying squad(s), and acknowledgement in all subsequent press releases provided the value of the sponsor's donation exceeds $150.00 retail value. New equipment provided by sponsors exceeding $750.00 retail value will entitle the sponsor to title sponsorship recognition. Equipment donations do not entitle the sponsor to a free tournament entry. 1/2 of all sponsor money collected will be used in the invitational tournament, additionally 1/2 of the membership dues will be used for prize fund, there will also be a small entry fee for the invitational tournament.

21. Scorekeepers shall be paid by the Association. Scorekeepers shall be paid $1.00 per bowler on the pair. Funds for scorekeepers shall be deducted from the expense fee.

22. Tournament coordinators will be paid a minimum of $150.00 per weekend or $75.00 per event.

23. The ACBA bowling season starts August 1 and ends July 31 of the following year.

24. The Tournament Director in each division shall receive a paid entry into each tournament.

25. RERACKS: A maximum of two reracks per game during qualifying, semi-finals, match-play finals, and stepladder finals will be allowed. It is the responsibility of the bowler and other bowlers on the pair lanes to monitor the number of reracks. A bowler surpassing the maximum number of reracks allowed per game without a tournament official's approval shall receive zero pins for the frame.



26. DRESS CODE: (a) Caps, hats, tee-shirts, tank tops, skorts or denim jeans shall not be worn during competition.
(b) Tailored shorts (hemmed) with belt loops and a belt will be allowed. No denim shorts.
(c) All entrants shall wear a bowling shirt with their name on the back in at least 1" high letters during all phases of the tournament. A bowler not having a name shirt will be fined $5.00. New bowlers will be given a one-tournament grace.
(d) Bowlers not meeting the dress code, except name shirt, shall not be permitted to bowl. If a dress code violation is noted during the event, the participant will be fined $25.00.

27. Withdrawal from a tournament without notification of the Tournament Committee will not be allowed. A bowler withdrawing without notification may be suspended from the ACBA at the discretion of the Tournament Committee.

28. Behavior on the lanes will be monitored by the Tournament Committee. Any undue temper display and/or disruption of other bowlers will result in one warning per year. A second violation will result in a $10 fine per tournament. A third violation in the same tournament will result in a $25 fine and expulsion from the tournament with forfeiture of entry fee, winnings and points. Bowlers placing below the expelled bowler will be moved up in the standings. A bowler may also be suspended from future ACBA events at the Tournament Committee's discretion.


29. All bowlers shall observe a two-lane courtesy during Open and Senior Division tournaments.
30. SCORECARD: All scorecards shall be completed accurately and signed. It is each bowler's responsibility to insure the accuracy of his/her own score. A fine of $10 will be imposed for any scorecard not completed accurately or not signed by the bowler.
31. PRO-AMS: Any Pro-am tournaments conducted for the ACBA or with use of the ACBA name or its members will be operated under ACBA guidelines and supervision.
32. Fines collected will be placed in an End-of-the-Year tournament fund.
33. Lane conditions will be determined by the tournament committee.
34. Points will be as listed below unless it is a Major Event in which the point value will be 1.5 of the Regular point value.

STANDING RULES

1. TOURNAMENT FORMATS:

One day events shall be 5 or 6 games qualifying, cut to the top 1/4 (maximum 16), bowl 2 games, and cut to the top four for 4 head-to-head matches with 30 bonus pins for each match won and 15 bonus pins for each match tied,

Two day major events shall be 8 games qualifying, cut to the top 1/4 (maximum 16), and bowl 2 games. The top 8 bowlers shall return the next day for 8 head-to-head matches with 30 bonus pins for each match won and 15 bonus pins for each match tied.

Entry fees will be $80.00 for members and $105.00 for nonmembers.

Entry fees for Open division Majors shall be $100.00 and $120.00 for non-members
All entry fees listed include the scorekeeper fee. It will be deducted from the expense fee. (Refer to the By-Laws, rule #21.)

The tournament formats may be changed by the Tournament Committee.

All tournaments will pay on a 1-3 ratio. The semi-finals will be 1-6 and is limited to 16 bowlers.

High Senior out of the money will pay 1 in 6. Example: if 12 seniors bowl an open event and none of them cash, the high two seniors will receive a check. If one senior cashes, one additional check would be paid to the next highest finishing senior. If two or more seniors cash, no additional checks will be issued beyond the cash number.

IN CASE OF A TIE: a 9th and 10th frame roll-off will be used to break a tie for bowlers advancing to the next round.

2. An expense fee of $4.00 per member ($9.00 per guest) will be deducted from the entry fee.


3. The Secretary/Treasurer shall receive $75.00 per month.


4. There may be a 10% administration fee deducted from all sponsorship monies received.


5. Entries will close at the start of the first squad of the tournament. Members have priority until 24 hours prior to Phoenix-area events and 48 hours for out-of-town events.


6. A member's only end-of-the-year tournament may be held in July prior to the annual banquet. The format of this event will be determined by the Tournament Committee. There will be an Open Division and Senior Division end-of-the-year tournament.

7. The next highest available bowler shall be the alternate for the finals portion of the competition. If the alternate replaces a bowler for whatever reason, the alternate shall use his/her own qualifying score to enter the competition. If the finals have started, the alternate shall receive the pinfall plus bonus pins of the bowler he/she is replacing. The alternate and the replaced bowler shall split any prize money earned. In the semi-final round of the tournament there will be no alternate. The bowler withdrawing or failing to show will automatically receive the lowest position for that round. The finals alternate must remain available until the start of the last match to receive the prize money for serving as the alternate.

8. 50/50 POT: An ACBA 50/50 pot will be held at each tournament. Tickets will be sold with a drawing held at the end of qualifying. 50% of proceeds will go to the winning ticket holder, and 50% to the end of the year tournament.

9. BRACKETS: ACBA may sub-contract the bracket sidepots.

10. There will be an optional "BONUS POT" of $20.00 at each tournament. It will pay 1 in 5 entries based upon the final standings of the bowlers entered.
AMENDED BY SENIOR T.C.- The senior Super Pot will pay based upon qualifying standings.

11.The invitational tournament at the end of the season will consist of all tournament champions,the top point qualifiers in each the open division to fill the field of 32.

SENIOR DIVISION

1. The ACBA Senior Division consists of bowlers with a minimum age of 50. Senior tournaments are scratch events. The cash ratio for a regular Senior event will be 1-4.

2. The entry fee for Senior Division tournaments shall be $60.00
Major event entry fees will be $80.00 with a 1-4 cash ratio. 1-4 entries will advance to the semi-finals (maximum of 16).

3. The tournament formats: will be determined by the Tournament Committee and may be changed at their discretion.
All bowlers will roll six (6) games of qualifying. The top 25% 16 max players will advance to a four game round robin matchplay finals with 30 bonus pins for a win and 15 bonus pins for a tie. All pinfall plus bonus pins will determine the order of finish.

4. Senior members shall be treated as full members of the ACBA and shall have all rights and privileges as such. All other rules of the ACBA shall prevail.


WOMENS DIVISION

1. The ACBA Women Division consists of women bowlers who meet the ACBA membership requirements as detailed in Article III of the Constitution.

3. The entry fee for Women Division tournaments shall be $50.00 to $60.00, with an additional $10.00 non-member charge.
Major event entry fees will be $75.00 with a 1-3 cash ratio. 1-4 entries will advance to the semi-finals (maximum of 16).

3. The tournament formats will be determined by the Tournament Committee and may be changed at their discretion.

4. Women division members shall be treated as full members of the ACBA and shall have all rights and privileges as such. All other rules of the ACBA shall prevail.

JUNIOR BOWLERS

1. Will be allowed to bowl under the provisions of USBC rule 400.
